Welcoming New Voices to the iCARE Board

We Are Thrilled to Welcome Two New Board Leaders to iCARE4 Adoptive And Foster Families

We are honored to welcome Kate Garassino to the iCARE Board of Directors and Jocelyn Fetting, BSW to the iCARE Advisory Board — two extraordinary leaders whose lived experience, professional expertise, and deep commitment to adoptive, foster, and kinship families will help shape our next chapter of growth and impact.

Kate Garassino
Kate currently serves as a Client Relationship Manager for a global communication-skills training firm, bringing more than 25 years of experience in marketing, sales, and event management. A lifelong believer in the power of education and continued learning, Kate blends her professional skill set with a personal mission rooted in advocacy and connection.

As a transracial adoptee from the Philippines and the adoptive mother of two daughters, Kate brings a powerful dual perspective to this work. She is committed to elevating understanding, expanding access to support, and strengthening communities around adoptive and foster families. Kate is also in pre-production for Adoption Vitality, a podcast launching in early 2026 that explores the systems, stories, and strategies shaping adoption and foster care — empowering listeners with tools to advocate with confidence and hope.

Jocelyn Fetting, BSW
Jocelyn is an emerging social work professional and outspoken youth advocate dedicated to uplifting the voices and leadership of young people with lived experience in foster care. A recent graduate of the University of Illinois Urbana-Champaign and current MSW candidate, Jocelyn uses nearly a decade of personal experience in the child welfare system to inform her work with insight, heart, and authenticity.

She has co-developed and delivered training on youth transition supports, relational safety, and the power of being seen — championing trauma-informed practice and environments where every young person feels valued. As a member of the iCARE Advisory Board, Jocelyn brings a strengths-based, relational lens to everything she does, advocating for equitable pathways that cultivate belonging, stability, and joyful futures for youth and families.

We are grateful for Kate’s and Jocelyn’s leadership, wisdom, and voices. Their presence strengthens our mission and our movement — ensuring that lived experience, family voice, and youth voice are at the center of how we build systems that heal.

ANY parents of kids and caregivers who’ve had trauma — take a FREE, VIRTUAL TBRI® training offered for the first time in the evenings (Tuesday from 5:30-7:00, Sept. 24th – Dec. 17th), with trained therapists from The Baby Fold in Illinois. A zoom link will be sent to registered attendees closer to class time along with manuals for each section.
